HMRC Will No Longer Provide UTR Numbers by Phone – What Taxpayers Need to Know

As of 6 May 2025, HMRC has stopped giving Unique Taxpayer Reference (UTR) numbers over the phone. This policy applies both to individual taxpayers and to authorised agents acting on their behalf. The change is designed to strengthen data security and reduce the risk of identity theft or miscommunication by phone.

Why Has HMRC Made This Change?

HMRC has explained that this restriction is part of a wider effort to protect sensitive taxpayer information. Disclosing UTR numbers over the phone has been deemed a security risk, especially with the potential for impersonation or call centre errors.

A spokesperson for HMRC stated:

We’ve made this change to help keep people’s data secure. Customers can still find their Unique Taxpayer Reference in their online account and on previous self assessment letters. We can also send new letters to customers who call us once we have verified their identity.

Despite informing professional tax bodies of the change, official HMRC guidance on GOV.UK has not yet been updated, leaving many taxpayers unaware of the new process.

Where Can You Find Your UTR Number Now?

HMRC is directing all taxpayers to access their UTR numbers using the following:

  • HMRC Online Personal Tax Account

  • HMRC Mobile App

  • Previous self assessment letters or tax returns

  • Notices to file a return or payment reminders

If you are newly registered for self assessment, your UTR will be sent by post within 15 working days of registration.

What About Accountants and Tax Agents?

Authorised agents can no longer request a UTR over the phone on behalf of their client. Instead, HMRC will advise them to:

  • Locate the UTR on previous HMRC correspondence

  • Check the client’s online tax account

If the number cannot be found, HMRC will post a letter directly to the client, which may take up to two weeks.

What If You Cannot Access Digital Services?

If you are unable to use HMRC’s digital services, you can still receive your UTR by post after completing identity verification over the phone. However, the number itself will not be spoken aloud, even after verification.

This policy shift highlights the importance of being digitally prepared. If you file a Self Assessment tax return, your UTR is essential — and now, retrieving it requires online access or a postal delay.
